Developing a new land register for government

The current system for recording and searching for landowners in England and Wales is complex and inadequate. Beneficial owners are sometimes hidden or obscured by complex legal structures, this lack of transparency can contribute to economic crime, derelict landlords and tax avoidance.

Approach

Working in a multidisciplinary team over 10 weeks I developed a prototype for a new government service dedicated to obtaining and publishing Beneficial Ownership information. I was responsible for developing the user journeys and government patterns necessary to support our hypothesis.

Impact

Testing the prototype via moderated 1:1 interviews uncovered further considerations that would be needed to make legal professionals feel confident about our service. This helped find further opportunity areas for the service and laid the foundations for this work to continue into a Beta phase.
